What is the maximum (or suggested) “short film” length requirement for entry into the Cannes film festival?

I have heard that it’s 15 minutes, and also under 45. I know shorter is better for short film festivals in general, but I am embarking on a 23 minute short film production, and need to know if that length will eliminate me from Cannes (or others).
